亚历山大疯了？2014技术移民增5倍，50个职业大放送， 5月一日执行
昨天晚上群里讨论的话题之一。2014年技术移民大放送。50个职业大放送， 5月一日执行，到2014年12月31日完成，要申请的同学抓紧了。

“（明报）加拿大移民部宣布「为了达到今明两年移民吸纳目标」，决定在明年「快速移民」(Express Entry)制度上路前，扩大受理经济类移民申请，当中又以受理2.5万个联邦技术移民申请，是去年名额5倍为最多。移民部并将技术移民合格职业从去年的24个，一举扩大至50个。有关宣布被中国申请人形容为自从各种「一刀切」关闭移民管道以来，最令人兴奋的好消息，而明年将是联邦大选。
技术移民增5倍 技工移民5000个
昨日宣布的「旧制下的最後一波」移民，联邦技术移民名额增加5倍至2.5万个；技工移民的名额增至5000个，而去年该项目只受理3000个；加拿大经验类别则有8000个名额。三种项目的受理申请的时间均是从5月1日起至今年底。
以CEC为例，仍保持每个月1000个名额，与去年宣布一年有1.2万个申请名额、即每个月1000个的数目其实相同。
亚历山大昨日透过传媒电话会议宣布这项消息前，有主流传媒以为他会宣布「快速移民」的制度细节，但原来亚历山大只是以「快速移民」作为引子，再切入昨日对三类移民项目的「最末班车」申请名额。
职业申请上限增至1000个
亚历山大说，移民部为了达到今年及明年已计划的吸纳移民目标(24万至26.5万人)，同时也为了加拿大经济需求，所以决定在新制度开始前，受理2.5万个技术移民申请，增加合格申请职业至50个。所接受的职业中，还包括专业门槛较低的职业，如早期儿童教育及助理人员、投资仲介及物业行政人员等(附表)，而今年每个职业的申请上限为1000个，去年则只有300个。
他指出，移民部昨日的宣布只是重设受理的申请上限，增加合格申请职业，以及扩大技术移民单项申请数目限制，其馀各类申请的申请规定及要求，并无改变。
他强调，CEC去年被删的6项职业，包括行政人员、行政助理、会计技术人员/簿记、厨师、食物服务监督人员，及零售销售监督人员等，仍列在「不能申请」(inelligible)之列。
亚历山大解释，所以取消上述职业，是因为移民部已收到太多以上职业的申请，而移民部不可能无限制的受理，同时也担心，受理太多这些职业的申请，将影响本地加拿大人从事这些职业的机会。
不过，他提醒，厨师虽然不能申请CEC，但却可以申请「技工移民」(Skilled Trades Program)下的「主厨及厨师」(Chefs and cooks)，该类职业有100个申请名额。
合格申请「技工移民」的职业总共有90个，分为6个大类，均是「全国职业代码」(NOC)B类的工作。”

On April 26, 2014, Citizenship and Immigration Canada (CIC) will issue a new set of Ministerial Instructions to immigration officers regarding the processing of applications to the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class (CEC).
Effective May 1, 2014, the following measures will be in place:

Federal Skilled Worker Program: 技术移民类
Federal Skilled Workers are chosen as permanent residents based on their ability to prosper in Canada. They are assessed according to a selection grid made up of six factors, including language, education, work experience, etc.
- Overall cap of 25,000 applications in eligible occupations stream。 一共有25000个名额。去年只有5000个，增加了5倍。
- Cap of 500 applications for PhD eligibility stream 。 PHD的是500名。
- No limit on applicants who have a valid job offer from a Canadian employer。 有加拿大雇主雇佣合同的没有限制

Federal Skilled Trades Program: 技工移民类
This program is for people who want to become permanent residents based on being qualified in a skilled trade.
- Overall cap of 5,000 applications 今年是5000名，去年只有3000名。
- All 90 skilled trades from the following NOC Skill Level B groups are eligible (with sub-caps of 100 applications each):
- Major Group 72: Industrial, electrical and construction trades;
- Major Group 73: Maintenance and equipment operation trades;
- Major Group 82: Supervisors and technical occupations in national resources, agriculture and related production;
- Major Group 92: Processing, manufacturing and utilities supervisors and central control operators;
- Minor Group 632: chefs and cooks; 厨师
- Minor Group 633: butchers and bakers. 屠夫、点心师
Canadian Experience Class: 经验移民CEC
This program is for people who already have skilled work experience in Canada and want to immigrate permanently.

- Overall cap of 8,000 applications
- Sub-caps of 200 applications each for any NOC B occupation
- Six ineligible occupations: administrative officers (NOC code 1221), administrative assistants (1241), accounting technicians/bookkeepers (1311), cooks (6322), food service supervisors (6311), and retail sales supervisors (6211). 这个就是著名的那6个被剔除出去的职业了。
The new Ministerial Instructions will also re-confirm the existing pause of applications to the federal Immigrant Investor and Entrepreneur Programs.

2014年4月26日，加拿大公民和移民部（CIC）将就联邦技术移民计划（FSWP）、联邦技工移民计划（FSTP）以及加拿大经验类类别移民（CEC）三个项目公布一些新的变动。
2014年5月1日起有效，将会有如下变动：
联邦技术移民计划：
联邦技术工人根据其基本条件的优劣，被选中成为加拿大永久居民。判断依据为六个因素，包括语言，学历，工作经验等。

申请人有一个熟练的技能，可以通过这个类别申请移民。
总体上限为5000人

申请人已经在加拿大拥有熟练工作经验，想成为永久居民，可以通过这个类别申请移民。
总体上限为8000人；
其中B类的职业，每个职业上限200人；
有六种职业不可以申请：行政人员（1221），行政助理（1241），会计技师/簿记员（1311），厨师（6322），食品服务主管（6311），和零售销售主管（6211）。
